Im Gegensatz zu Verfassungsabstimmungen sind auch die beiden Territorien (Australian
Capital Territoty und Northern Territory) stimmberechtigt.
Weil sich zu wenige Freiwillige melden, will die Regierung die Dienstpflicht
ausserhalb Australiens einführen. Das Parlament beschliesst die Volksabstimmung
am im Military Service Referendum Act, 1916,
ist aber nicht an ihr Ergebnis gebunden.
Abstimmungsfrage:
"Are you in favour of the Government having, in this grave emergency, the same
compulsory powers over citizens in regard to requiring their military service,
for the term of this war, outside the Commonwealth, as it now has in regard to
military service within the Commonwealth?"
