Bemerkungen Tokelau wird 1889 von den Briten annektiert und gehört seit 1926 zu Neuseeland. Seit 1948 ist Tokelau eine Kolonie Neuseelands. Ab 2003 verhandeln sie über eine freie Assoziation, die Tokelau vollständige innere Unabhängigkeit mit einer eigenen Verfassung brächte, ähnlich wie sie heute Niue und die Cook-Inseln genissen. 2005 beschliesst der Fono (Parlament) eine Verfassung und einigt sich mit den neuseeländischen behörden über einen Assoziationsvertrag. Im August legt der Fono die Regeln der Abstimmung fest: Für eine Annahme sind zwei Drittel der gültigen Stimmen nötig. Die Wählerregistrierung dauert bis zum . Nicht stimmberechtigt sind die ca. 10'000 Tokelauer, die ständig in Neuseeland wohnen. Die Abstimmung ist unsprünglich für Ende 2005 vorgesehen.

Die Abstimmung findet an vier Tagen statt: in Apia (Samoa) für temporär Abwesende, am auf Atafu, am auf Nukunonu und am auf Fakaofo.
